Bukedea RDC Orders Arrest of Parish Chief Over Missing Shs 50 Million PDM Funds

Bukedea District – A massive scandal has erupted in Nalugayi Parish after Shs 50 million meant for the Parish Development Model (PDM) program mysteriously vanished from the SACCO account.
The Bukedea Office of the Resident District Commissioner has ordered the arrest of David Tukei, the Nalugayi parish chief, who is accused of masterminding the theft. Tukei was picked up on Tuesday, August 12, 2025, and is now in police custody.
Hajji Arafat Oyo, the Bukedea Assistant RDC, confirmed the arrest, revealing that the case came to light during a heated community baraza last week where over 50 intended PDM beneficiaries confessed that their names were fraudulently used, yet they never received a single coin.
“We got credible reports from residents that the parish chief was soliciting bribes and had gone into hiding. As government monitors, we moved in immediately. One suspect, Moses Mongara, was arrested earlier, and today Chief Tukei has been apprehended to explain where the Shs 50 million has gone,” Oyo stated.
Oyo further revealed that Bukedea is grappling with a disturbing rise in PDM fund mismanagement, especially involving local council officials and parish chiefs.
Chief Administrative Officer James Luyimbazi condemned the incident, instructing immediate disciplinary action against all culprits.
“It’s true one of our workers has been arrested today. As chief monitor, I will ensure this becomes a stern warning to all civil servants. The PDM fund is a lifeline for the poorest, and no beneficiary should be asked for money,” Luyimbazi warned.
He has directed the district commercial officer, who serves as the PDM focal point person, to take full charge of the investigation.
LCV Chairperson Mary Akol vowed to push the case until justice is delivered.
“The suspects are in custody. I urge police to ensure the law takes its full course,” she declared.
Bukedea District Police Commander Emmy Lorika confirmed that a General Inquiry File has been opened and that Tukei remains in detention pending further investigations.
The Parish Development Model is a flagship government program aimed at uplifting the poorest households — but in Bukedea, its promise has been tainted by a scandal that has left the community demanding answers, accountability, and justice.
